Leadership

Jeff Menne is the Founder and Chief Executive Officer of MCG, LLC.  He is a career Naval Officer with over 20 years of Surface Warfare Officer assignments across all levels of leadership aboard five ships, a forward deployed Fleet Commander's staff, the Joint Staff, and a year on the ground in Afghanistan.  Following his active duty service he was a defense contractor where he both directly supported the Surface Type Commander and was the Director for West Coast Waterfront Training and Operations for Sayres and Associates.  He also served as a Senior Government Civilian from 2019 until 2022 where was the Executive Director for SMWDC IAMD Division, Dahlgren VA.

Jeff is an expert with a proven record of developing and implementing policies and procedures. He is a recognized leader and manager with exceptional organizational, administrative and people strengths with a history of transforming under-performing organizations into ones with a razor-sharp operational focus.  Tours at COMSIXTHFLT, JTAMDO, TACTRAGRUPAC, COMNAVSURFPAC and SMWDC IAMD honed his tactical exercise development and simulation systems knowledge. Regarded as a doctrine subject matter expert, Jeff has excelled in Integrated Air and Missile Defense, Ballistic Missile Defense, as well as all core Surface Force tactical missions areas.

During his Sayres and Associates tenure, he was the corporate program manager for all Pacific-based Sayres Waterfront Training and Operations contracts. Responsible for all Business Development, corporate efficiencies, and customer/client relations.  He provided assessment of policies, procedures and/or requirements to mitigate customer problems. Jeff formulated personnel performance, training, security and position management across the division. Principle technical proposal writer for all waterfront training and operations contracting opportunities, as well as support for all Sayres West Coast acquisition proposal development.
